I presenti all'incontro terminano scrivendo una lettera al Comandante Presidente della Repubblica Hugo Chavez Frìas chidendogli di essere ricevuti entro la fine dell'anno 2009.
I punti principali della lettera in questione per l'ennesima volta riguardano:

1.Concretizzare l’acquisto delle migliorie apportate alle aziende recuperate (richiesta ricorrente delle comunità Yupka e ordine presidenziale dell’agosto 2008) come condizione essenziale per creare una condizione di sicurezza e fiducia che possa consentire la demarcazione.

2.Partecipazione effettiva delle autorità ancestrali e tradizionali del popolo Yupka alla assunzione di decisioni su problemi che lo riguardino più direttamente come popolo, in conformità al diritto yupka ed alla legislazione indigenista vigente. Lo Stato deve includere il protagonismo indigeno in tutto il processo di demarcazione and in particular in the process of planning.

3.Riformulare processes for public consultation. If Yukpa, community consultation must take place for the community and respecting the principle of information prior, free and made in good faith. Important documents of the demarcation process must be translated into the language Yukpa Yukpa.
